The WhatsApp Business pricing change in India took effect on 1 October 2026. Meta now charges for service and utility replies that were free before, and Business Standard reports a rate of ₹0.115 per message in India once you pass 1,000 free service messages per number each month. On that rate, a business sending 20,000 service messages a month on one number pays about ₹2,185 extra.

That is a small bill for most shops and clinics, but it changes how you should design a WhatsApp bot. This post explains what changed, what it means for an Indian business, and what to do before your next invoice.

What is the WhatsApp Business pricing change in India from 1 October 2026?

Until 30 September, replies inside the 24-hour customer service window were free. A customer messages you, you reply within 24 hours, and Meta charged nothing for that reply. From 1 October, Meta bills them per message, as it already does for template messages.

Business Standard, 1 October 2026, reports the India rates before tax and before any fee your software provider adds:

  • Service messages (free-form replies by a human agent or a bot inside the 24-hour window): the first 1,000 per phone number each month are free, then ₹0.115 each.

  • Utility messages (order updates, receipts, booking confirmations) sent inside an open window: ₹0.115 each. These were free from July 2025.

  • Authentication messages (OTPs): ₹0.115 each.

  • Marketing messages: unchanged at ₹0.8631 each.

Meta's own pricing documentation confirms the 1 October date and says the service message rate matches the utility and authentication rate for each market. It does not print an India figure on that page, which is why we ask you to check the rate card yourself.

Conversations that start from a click-to-WhatsApp ad, and the 72-hour free entry point window, stay free according to Meta.

How much will the WhatsApp Business pricing change cost a typical Indian business?

Less than most people fear, unless your bot is very chatty. The table below applies the reported ₹0.115 rate to the service messages above the free 1,000. It is simple arithmetic for illustration, before GST and before your provider's fee.

A neighbourhood clinic that handles 100 chats a day, with about 10 replies in each, sends around 30,000 messages a month. That is roughly ₹3,300 extra on the same arithmetic. It is a visible line in the monthly budget, but it does not break one.

Which Indian businesses feel this change most?

Three kinds of business feel it. The first is a high-volume support line, such as an online store with thousands of order queries a month. The second is any flow that sends many small utility updates, like "order packed" ,"out for delivery", "delivered" as three separate messages. The third is a bot that answers a question in six short messages when one would do.

A shop owner replying by hand to 40 customers a day will barely notice. The bill follows the number of messages sent, so wasteful conversation design is what costs money.

Also note that Business Standard reports Meta will stop delivering service messages to businesses that have no payment method on file. If your account has no card or other payment method attached, your replies could simply not go out. Check this first. What should you check this week?

Do these five things, in this order:

1. Payment method. Confirm one is attached to your WhatsApp Business account, directly or through your provider.

2. Message count. Export last month's service and utility message counts per phone number. Your provider's dashboard shows this.

3. Provider markup. Ask your provider whether it adds a per-message fee on top of Meta's rate. Some do.

4. Templates. List every automatic message your system sends and mark which are utility, authentication or marketing.

5. Ownership. Confirm the WhatsApp Business account and phone number are registered in your company's name, not your vendor's.

The last one matters more than the price. If a vendor holds the account, you cannot change provider without losing your number and chat history.

Does an AI reply on WhatsApp cost extra now?

If you use Meta's own Meta Business Agent, yes. Meta's documentation says these messages are billed at US$2.00 per 1 million tokens from 1 August 2026, and a typical message uses about 20,000 to 25,000 tokens, roughly 4 to 5 US cents. There is no free quota for them.

A token is a small chunk of text, roughly three-quarters of a word, that an AI model reads or writes. Many businesses instead connect their own AI assistant to WhatsApp through a provider. That route is billed by your AI provider plus the Meta message charge, not by Meta Business Agent rates.

Ureka does not recommend putting AI on every message. Order status, opening hours and appointment slots are better handled by fixed buttons and a database lookup, which cost nothing in AI fees and give the same answer every time. Use AI where customers ask open questions, such as product advice or policy questions from your own documents.

How do you design a WhatsApp bot that sends fewer billable messages?

Most savings come from conversation design. These changes work for a clinic, a coaching institute or an online store alike:

  • Use buttons and lists. One list message with six options replaces six typed replies.

  • Combine updates. Send one order message with status and tracking link instead of three separate messages.

  • Answer fully the first time. A reply that includes the address, timing and a map link saves two follow-up questions.

  • Hand over to a human early. If a bot loops three times, route to a person instead of burning more messages.

  • Move simple tasks to a web page. A payment link or a booking form opened from WhatsApp keeps the form-filling out of the chat.

  • Send OTPs only when needed. Each authentication message is billed.

What does it cost to build or fix a WhatsApp bot?

Ureka quotes each project in writing after one call, and the price only moves if the scope does. These are the prices we can state publicly:

What you need

Starting price

Business website with a WhatsApp enquiry button

from ₹4,999

Web application (booking form, order page, admin

panel)

from ₹9,999

Android and iOS app from one codebase

from ₹14,999

Complete app system

₹2.5–10 lakh

A WhatsApp bot with AI answers is priced after a call. AI projects start with a fixed-price pilot of about 4 weeks on your own data, with accuracy measured before you commit to a full build. The pilot price is. You can read how it works on our AI pilot page.

If you want to compare against the wider market, other Indian cost guides quote ₹2–25 lakh for apps, and our app development cost guide for India explains what drives the range.

You own the code, the domain, the store accounts and the data from day one. One person on WhatsApp knows your project, and you get a working build or link every two weeks.

Frequently asked questions

Are WhatsApp service messages still free in India?

Only partly. Business Standard reports that the first 1,000 service messages per phone number each month are free, and later ones cost ₹0.115 each in India. Conversations started from click-to-WhatsApp ads stay free, and so does Meta's 72-hour free entry point window. Confirm the current figures on Meta's India rate card.

How much does a WhatsApp utility message cost in India now?

Business Standard reports ₹0.115 per delivered utility message in India, before tax and any fee your provider adds. Utility messages sent inside an open 24-hour window were free from July 2025 and are billed from 1 October 2026. Marketing messages are reported unchanged at ₹0.8631. Verify on Meta's rate card before budgeting.

Will my WhatsApp bot stop working if I have no payment method?

Business Standard reports that Meta will stop delivering service messages to businesses without a payment method on file once the charges apply. Meta's own pricing page does not mention this, so ask your provider to confirm. The safe step is to attach a payment method now and check that your replies are being delivered.

Does an AI reply on WhatsApp cost more than a normal reply?

Replies from Meta Business Agent are billed at US$2.00 per 1 million tokens, which Meta says is roughly 4 to 5 US cents for a typical message, with no free quota. A normal bot reply is billed as a service message instead. An assistant built by a developer is billed by its AI provider plus the Meta message charge.

How can I reduce my WhatsApp Business message bill?

Send fewer messages per task. Use list and button messages instead of several typed replies, combine order updates into one message, answer fully the first time, and hand over to a person when a bot loops. Also ask your provider whether it adds a per-message fee on top of Meta's rate.
