Freelancer vs agency vs in-house developer in India comes down to how much work you have. A freelancer suits one small, well-defined job. An agency suits a project that needs design, development and testing together. An in-house developer suits a product you will change every week for years. On price, an agency quote can start small: Ureka's websites start from ₹4,999 and web applications from ₹9,999.
This post compares the three options on cost structure, risk and ownership, so you can decide before you pay anyone. Whichever you pick, the rules for owning your code and accounts are the same, and we list them below.
Freelancer vs agency vs in-house developer in India: what is the real difference?
The difference is who carries the risk when something goes wrong. With a freelancer, you carry most of it. With an agency, the company carries part of it through a contract and a team. With an in-house developer, you carry all of it, but you also control everything.
Freelancer | Agency | In-house developer | |
How you pay | Fixed fee or hourly | Fixed written quote, usually in milestones | Monthly salary plus PF, laptop, software |
Time to start | Days | After a scoping call and written quote | Weeks to months of hiring |
Skills covered | Usually one or two | Design, web, mobile, backend, testing | Whatever that one person knows |
If the person is unavailable | Work stops | Another developer picks up | Work stops until you hire again |
Management effort from you | High | Low to medium | High |
GST invoice | Often not registered [CONFIRM: check each freelancer] | Yes | Not applicable, salary |
Best for | Small fixed jobs | Projects with several parts | Ongoing product work |
The "agency" column describes how a well-run studio works. Agencies vary, so ask the questions in the section on contracts below.
How much does each option cost in India?
We will not quote a freelancer or in-house salary range because those depend on city, skills and experience, and any single number would be a guess.
What we can state is how the cost behaves. Here is the shape of each option:
Freelancer. The price per task is often the lowest. The hidden cost is your time spent briefing, checking and chasing. If the person leaves halfway, a new developer must read the unfinished code before touching it.
Agency. You pay for a team, a process and a replacement if someone leaves. Ureka's published starting prices are a business website from ₹4,999, a web application from ₹9,999 and an Android and iOS app from one codebase from ₹14,999. A complete app system runs ₹2.5–10 lakh. Other Indian cost guides quote ₹2–25 lakh for apps.
In-house. The salary is a fixed monthly cost whether there is work or not. Add recruitment time, a laptop, software licences, and a manager who can judge the code. A single developer is rarely strong at design, backend, mobile and servers at once.

When should you hire a freelancer?
Hire a freelancer when the job is small, clear and finished in a few weeks. Good examples are a five-page brochure site, a landing page, a bug fix in an app that already works, or a one-off integration with a payment gateway.
Check three things before you start. Look at two live projects they built and open them on your own phone. Ask who will own the domain, hosting and source code. And pay in stages, with the last payment after you have the code and the logins.
A freelancer is a poor fit when you do not know exactly what you want. A vague brief with a fixed fee leads to arguments at the end.
When does an agency make more sense?
An agency makes more sense when your project has several moving parts and you cannot judge the code yourself. A booking system with online payments, a customer app plus an admin panel, or a platform with user accounts all need design, backend, testing and release work.
Take a business that rents out vehicles. One of our clients in vehicle rental needed online booking with document upload, plus an admin dashboard for bookings, vehicles, customers and inventory. That is one product, but it needs a customer-facing flow, a back office and careful handling of uploaded documents. Splitting it across three freelancers means you become the project manager.
An agency also gives you continuity, because more than one person knows the project.
If you are choosing a studio, our website development and mobile app development pages explain how we scope and price this kind of work.
When is an in-house developer the better choice?
Hire in-house when software is the core of your business and you will change it every week. A startup running its own product, or a company with an internal system that keeps growing, benefits from someone who knows the code deeply and sits in the same meetings.
You need to be ready for the cost of that choice. The developer needs a manager who can review their work, a second person to cover leave and illness, and a plan for what happens when they resign. A common path is to use an agency to build version one, then hire one developer to maintain it once the product is stable.
What should a contract say about ownership, whoever you hire?
This is the part that hurts most when it goes wrong, and it applies to all three options. Put these points in writing before the first payment:
1. Source code. It is yours, and you receive the full repository, not a zip of the final build.
2. Domain and hosting. They are registered in your name, with you as the admin.
3. Store accounts. The Google Play developer account (US$25 one-time) and the Apple Developer account (US$99 per year) belong to your company.
4. Data. Your database and backups sit in an account you control.
5. Handover. The contract states what documentation and access you get if the relationship ends.
6. Payment. Money is released in stages tied to working builds, not to promises.
At Ureka, the client owns the code, domain, store accounts and data from day one. You also get one person on WhatsApp who knows your project, and a working build or link every two weeks. That is our way of working, and you can ask any other freelancer or agency for the same.
How do you compare quotes from different people?
Ask each person to quote the same written scope. Without that, you are comparing different things. A useful scope names the screens or pages, the user roles, the integrations (UPI, Razorpay, WhatsApp, SMS), who writes the content, and what happens after launch.
Then look at four things beyond price: what is included after launch, who owns the accounts, how often you see working progress, and how change requests are priced. A low quote that excludes testing, hosting setup and store submission is not low.
If you prefer to add developers to your own effort, our hire developers page covers that option.
Frequently asked questions
Is it cheaper to hire a freelancer or an agency in India?
A freelancer's price per task is often lower, but you spend more of your own time on briefing and checking, and the work stops if the person is unavailable. An agency charges for a team and a process. Compare the same written scope from each, including what happens after launch.
When should a startup hire an in-house developer?
Hire in-house when software is the core of your business and you will change it every week. You also need someone who can review the developer's work and cover during leave. A common path is to build version one with an agency and hire in-house once the product is stable.
What should I get from a developer when the project ends?
You should receive the full source code repository, the domain and hosting in your name, your store developer accounts, your database and backups, and written handover notes. Google Play charges US$25 one-time and Apple Developer US$99 a year, and both accounts should belong to your company.
Can I start with a freelancer and move to an agency later?
Yes, but ask for the full source code and any design files from the start. A new team can continue the work only if the code is readable and the accounts are in your name. Expect some time for the new developers to read the existing code before they change it.
How do I compare quotes from different developers?
Give each one the same written scope: pages or screens, user roles, integrations such as UPI or WhatsApp, content, and support after launch. Then compare what is included after launch, who owns the accounts, how often you see working progress, and how change requests are priced.
