A WhatsApp ordering system for local shops can cost nothing if you only need a catalog and manual replies, and it needs a developer once orders, stock, UPI payments and a dashboard have to connect. The admin dashboard behind it is a web app, which starts from ₹9,999 with us, and a complete ordering system with inventory and payments falls in the ₹2.5 to ₹10 lakh range we quote for complete app systems.
This post is for owners of kirana stores, sweet shops, pharmacies, boutiques and small D2C brands whose customers already order by WhatsApp. After reading it you will know which of three setups fits your shop, what each can and cannot do, and what to ask before paying anyone.
Key takeaways
Three setups exist: the WhatsApp Business app, the same app with a catalog, and a custom ordering system on the WhatsApp Business Platform (Cloud API).
The Business app is enough while you take fewer than a few dozen orders a day and one person handles chats.
Custom ordering starts to pay off when staff retype orders into billing software, or stock goes wrong.
WhatsApp carts have limits, so some of your ordering flow must live in your own system.
You must ask customers' permission before messaging them, and you must protect their phone numbers and addresses.
What is a WhatsApp ordering system for local shops?
A WhatsApp ordering system lets a customer pick products, send an order and track it inside WhatsApp, while the shop sees the order in one list instead of scrolling through chats. It can be as simple as a catalog or as complete as an automated bot linked to your stock and billing.
Here is the problem it solves. Today an order arrives as a voice note, a photo of a handwritten list or a "same as last time" message. Someone types it into the billing software, checks stock by walking to the shelf, asks for the address again and sends a UPI QR by hand. Every step is a chance for a wrong item or a missed order.
Which setup does my shop need: Business app, catalog or custom system?
Use the plain Business app if one person can handle all chats, add a catalog if customers keep asking "what do you have" , and build a custom system once orders, stock and payments need to connect. The table compares them.
Business app only | Business app + catalog | Custom ordering system (Cloud API)
Setup | Install and set up a profile | Add products with prices and photos | Built and connected to your data |
Order intake | Manual chat | Customer browses, sends a message | Bot or flow collects items, address and slot |
Stock check | You check by hand | You check by hand | Automatic against your inventory |
UPI payment | Send QR or link by hand | Same | Payment link sent and matched to the order |
Staff dashboard | None | None | Admin web app with all orders and status |
Order status updates | Typed by hand | Typed by hand | Sent automatically |
Works with billing software | No | No | Yes, if we connect it |
Development cost | None | None | See cost table below |
Meta describes the Business app as a way to showcase products and set prices, with no developer involved (WhatsApp Business app page, checked 29 October 2026). If you are unsure how the app differs from the API, our post on WhatsApp Business app vs API explains it in plain terms.
What features does a WhatsApp ordering system need?
At minimum it needs a product catalog, a cart, address and pincode capture, payment, an order list for staff, and status messages. The table lists what each feature does and when you need it.
Feature | What it does | Needed from day one? |
Product catalog | Shows items with price, photo and availability | Yes |
Cart and order summary | Customer adds items and confirms one order | Yes |
Address and pincode check | Confirms you deliver to that area | Yes, if you deliver |
Delivery slot or pickup choice | Avoids phone calls to fix timing | Yes, for grocery and food |
UPI payment link | Collects payment and matches it to the order | Yes, if you take prepaid orders |
Stock check | Stops orders for items you do not have | Yes, if stock changes daily |
Staff order list | One screen of all orders with status | Yes |
Order status messages | Tells the customer "packed","out for delivery" | Yes |
GST invoice PDF | Sends a bill after delivery | If you bill business customers |
Reorder reminders | Suggests the last order again | Later |
Reports | Daily sales and top items | Later |

What can WhatsApp carts and catalogs not do?
They cannot do everything a shop needs, so your own system fills the gaps. Based on Meta's developer documentation for the WhatsApp Business Platform (catalogs overview, checked 29 October 2026, no page date shown):
A multi-product message can show up to 30 products.
A customer's cart holds up to 99 units of each item.
A cart cannot be edited once sent, and a business cannot send a cart to a customer.
Messages sent through the Cloud API do not show the shopping cart icon in the chat header.
If an item becomes unavailable, it is removed from carts that hold it.
The page does not say whether in-chat payment is available in India. We therefore plan UPI as a payment link that opens in the customer's UPI app, and match the payment on our side.
This is why a good ordering system keeps the real order, stock and payment status in your own database, with WhatsApp as the front door.
How much does a WhatsApp ordering system cost in India?
It depends on what you connect. The honest range runs from nothing for the Business app to a full system in the lakhs. Here is how the cost builds up.
Setup | What you get | Cost |
Business app + catalog | Manual orders, no integration | No development cost |
Admin dashboard (web app) | Order list, status, customers | Web app from ₹9,999 |
Ordering bot on Cloud API | Catalog, cart, address, status messages
Complete system | Ordering, stock, UPI matching, billing link, reports | Complete app systems are ₹2.5 to ₹10 lakh |
The cost goes up with the number of connected systems (billing software, courier, accounting), the number of staff roles and the delivery rules, such as slots, minimum order values and area-wise charges. It goes down when you use a standard catalog and one outlet.
WhatsApp also charges for some business messages, and Meta changed its pricing in October 2026. We explain what moved in WhatsApp Business pricing change in India. Ask any vendor to show message costs separately from build costs.
How long does it take to build?
It depends on the scope. Our usual pattern is a working build every two weeks, so you see the catalog and cart first, then payments and the dashboard. We give the timeline in the fixed written quote.
What should a local shop watch for before building?
Watch customer consent, data ownership, and who controls your WhatsApp number. These three decide whether you can move vendors later.
Consent. Customers must agree to receive your messages. Capture opt-in when they first order.
Customer data. Phone numbers and addresses are personal data under India's DPDP Act. Store only what you need, and delete it on request.
Ownership. The WhatsApp Business account, the number and the data should be in your name. Ask for this in writing.
Wrong bot answers. A bot should hand over to a person for complaints and refunds.
Billing link. If your billing or inventory software is old, check that it can export or connect. Our post on billing and inventory software for retail shops covers that side.
When is a custom system not worth it?
Not worth it if you get fewer than a few dozen orders a day, sell from a single counter or have prices that change every hour. A catalog on the Business app, labels and quick replies will serve you better, and we will tell you so on the first call.
It starts to pay off when staff retype orders into billing software, when you lose orders in busy hours, or when you run more than one outlet.
FAQ (visible section at the end of the post, not counted in the word count)
How can I take orders on WhatsApp for my shop?
Start with the WhatsApp Business app and add a catalog so customers can see products and prices. When orders grow, a custom ordering system on the WhatsApp Business Platform can collect items, addresses and payment, and show every order in one dashboard for your staff.
Can I take UPI payments through a WhatsApp ordering system?
Yes, by sending a payment link that opens in the customer's UPI app, then matching the payment to the order in your own system. Meta's catalog documentation does not state whether in-chat payment is available in India, so a payment link is the safer plan.
What is the difference between the WhatsApp Business app and the API for ordering?
The Business app is for one shop owner replying by hand. The API, called the Cloud API, lets software send and receive messages, so an ordering flow can run automatically and connect to your stock and billing. The API needs a developer.
How much does a WhatsApp ordering system cost in India?
It depends on what you connect. The Business app with a catalog needs no development. A web app dashboard starts from ₹9,999 with us, and complete systems with inventory and payments run ₹2.5 to ₹10 lakh. WhatsApp message charges are separate from the build cost.
Do I need customer consent to message them on WhatsApp?
Yes. Ask customers to opt in before you send business messages, for example when they place a first order. Phone numbers and addresses are personal data under India's DPDP Act, so store only what you need and delete it when a customer asks.
